Dear EEBO firms,

   May I ask about one more possible character-capture change?
I am myself quite uncertain about this, and would welcome your
opinion. The Welsh librarians with whom we are cooperating in
producing the small number of Welsh books previously mentioned,
have asked that we *distinguish between short (round) 's' and
tall (long) 's'.* My questions are three. Assuming that we
captured round (normal) 's' as 's' and tall-s as &s;  ...

  (1) Could we feasibly restrict this change to the Welsh
      books alone? Or would it need to be done in all the
      EEBO books or none? I myself do not like the idea of using
      different character-capture standards in different
      books.

  (2) If we did need to do it everywhere, how hard, or expensive,
      would that be? It would certainly add to the cost per
      book for us (since we would be paying for three bytes
      for every long s, instead of only for one). Would it
      also add to your production costs?

  (3) From your perspective, do you recommend making this
      distinction between short and tall s? The purpose
      of it is simply to make it easier to do correction
      and quality control, since only words with tall s
      would need to be singled out for special attention,
      in case the tall s is a mistake for 'f'.
